Finch Wireless.AI – Lifeline & Affordable Connectivity Program (ACP) Disclosure

Finch Wireless.AI (“Finch,” “we,” “us,” or “our”) participates in the federal Lifeline Program and, where applicable, the Affordable Connectivity Program (ACP). These programs are administered by the Universal Service Administrative Company (USAC) under the oversight of the Federal Communications Commission (FCC).
1. Program Overview
Lifeline Program
The Lifeline Program provides a monthly discount on qualifying voice or broadband services for eligible low-income consumers to ensure access to essential communications services.
Affordable Connectivity Program (ACP)
The ACP provides an additional monthly benefit for eligible households to help reduce the cost of broadband and connected devices, subject to program availability and FCC authorization.
2. Eligibility Requirements
You may qualify for Lifeline and/or ACP if you:
- Meet income-based eligibility, or
-
Participate in qualifying government assistance programs such as:
- SNAP
- Medicaid
- SSI
- Federal Public Housing Assistance
- Veterans Pension or Survivors Benefit
- Other programs recognized by USAC
Eligibility is determined solely by USAC through the National Verifier.
3. One Benefit Per Household Rule
Federal rules allow:
- Only one Lifeline benefit per household
- Only one ACP benefit per household
A household is defined as any individual or group of individuals living together at the same address who share income and expenses.
4. Non-Transferability
- Lifeline and ACP benefits are non-transferable
- Benefits cannot be sold, traded, or given to another person
- Benefits may only be used by the eligible subscriber
5. Recertification & Continued Eligibility
To continue receiving benefits:
- You must recertify eligibility annually (or as required by USAC)
- Failure to recertify or loss of eligibility may result in benefit removal
- Finch Wireless.AI is required to de-enroll ineligible subscribers
6. Usage Requirement (Lifeline)
To remain enrolled in Lifeline, you must:

Use your service at least once every 30 days
- Examples: call, text, data usage, or account activity
Failure to meet usage requirements may result in de-enrollment.
7. De-Enrollment & Benefit Loss
You may lose Lifeline or ACP benefits if:
- You no longer qualify
- You fail to recertify
- You request de-enrollment
- You violate program rules
- You do not meet usage requirements
You may continue Finch service at standard (non-discounted) rates after de-enrollment.
8. No Cash Value
Lifeline and ACP benefits:
- Have no cash value
- Cannot be redeemed for cash
- Cannot be applied retroactively
9. Consumer Rights & Responsibilities
You have the right to:
- Apply for Lifeline/ACP through USAC
- Choose or change service providers (subject to program rules)
- File complaints with Finch Wireless.AI or USAC
You are responsible for:
- Providing accurate information
- Notifying Finch or USAC of changes affecting eligibility
- Complying with program rules
10. Consent & Certification
By enrolling in Lifeline and/or ACP, you certify under penalty of perjury that:
- The information provided is true and correct
- You understand program rules
- You agree to one benefit per household
- You consent to verification by USAC and government agencies
11. Privacy & Data Use
Information collected for Lifeline and ACP enrollment is:
- Used solely for program administration
- Shared with USAC and authorized entities as required by law
- Protected under Finch Wireless.AI’s Privacy Policy
